Yes, as of Jan.25,2020, it is already closed and there are no any single travel permits to Tibet can be processed, for those permits which were already issued out for traveling in late January and February, all these permits will be suspended and foreign travelers must cancel the trip plan for late Jan. whole month of February and March, and it is quite possible that Tibet travel permits closure will be until end of April or till end of May.
